The missile was the first test since Donald Trump took office on January 20. Without more pressure from China, North Korea is unlikely to stop.

The missile, which was launched at Panghyon from North Phyongan Province at 0755 KST and traveled around 500km after a rapid vertical ascent of 550km, has not yet been identified, but appears likely to have been a Rodong-type mid-range missile.

The United States, Japan and South Korea requested the consultations after North Korea confirmed it had "successfully" tested a ballistic missile yesterday.

He added the regime also seemed to be trying to show off its missile capabilities ahead of former leader Kim Jong-il's 75th birthday on February 16.

In his letter, Gardner outlined four steps for Trump to take to prioritize North Korea.

The North's leader Kim Jong-Un "expressed great satisfaction over the possession of another powerful nuclear attack means which adds to the tremendous might of the country", state news agency KCNA said. It's not clear when that might happen.

"It's very similar to what they've launched from their submarines in the past", he said.

Trump rattled nerves in South Korea and Japan when he made comments on the campaign trail suggesting that the two allies should pay more for their own defense.

The United States would consider a full range of options in response but they would be calibrated to show USA resolve while avoiding escalation, the official said.

But it's unlikely that the meeting will lead to any serious punishment for North Korea, which is already under a slew of United Nations and other global sanctions.
