Goa election: AAP may have eroded votes of traditional rivals, Congress and BJP

The resignation comes soon after the BJP voted to bring him back as Chief Minister of Goa.

The results announced on Saturday showed the Congress with 17 members in the 40-member legislative assembly, followed by the BJP with 13, the Maharashtra Gomantak Party with three, the Goa Forward Party with three, the Nationalist Congress Party with one, and three independents.

The Congress leaders, including party General Secretary Digvijaya Singh and top state politicians, camped at the iconic Mandovi hotel in Panaji, where for five hours they wrangled over the choice of the CLP leader, apart from waiting for Vijai Sardesai of the GFP and other Independents.

While ordering floor test, the bench noted the submissions of Goa CLP leader Chandrakant Kavlekar's counsel and senior advocate Abhishek Mani Singhvi who assailed the Governor's determination to invite Parrikar to form the government by "seriously disputing" the factual position and terming it as a "misrepresentation of fact". "They are the people who fight these elections and they are successful in Punjab, successful in Goa and in Manipur", he said.

The second trend one notices in this election is a centrally driven election strategy and campaign by a national party like the BJP in states where it is making a bid to come snatch power from the incumbent. She said she would like Biren Singh to take a floor test. The high-handed treatment of the Congress high-command towards its regional leadership seems to be just going on and on.

Prospects of a stable government, development of Goa and ideals of Goenkarpon (interest of Goa) made the allies team up with the BJP.

Goa Governor Mridula Sinha administered the oath of office to Parrikar at the Raj Bhavan here. In 2012, a year prior to Narendra Modi's elevation as the BJP's prime ministerial candidate, the party was in power in six states.

"If they (Congress) had the majority, they should have gone to the governor instead of approaching the court", Parrikar said. Moreover, there is nothing in the Constitution that mandates that only the single largest party must be invited to form a government; the principle now very clearly is to invite the party which can offer the possibility of a stable government. They appeared before the governor in person and submitted a letter of support. Gandhi said that in elections, there are ups and downs, hence it is wrong to say the party performed badly.

Both the Congress and the BJP are expected to woo the regional forces to get the required numbers to form government in the tourist state where the majority mark is 21.
