[ROK-US SUMMIT] Moon suggests 'action for action' in engaging NK

North Korea taunts US with another 'nuclear missile test' just a day after it claimed it was ready for weapons talks

Wednesday's statement from Pyongyang demanded that Seoul hand Park, who is now in custody and on trial in Seoul on charges of bribery and abuse of power related to the sprawling corruption scandal that saw her impeached, over along with the other accused "without delay" as "organisers of the ugly global terrorist crimes".

The Trump administration, on the other hand, has, at least rhetorically, pushed for a harder line against North Korea, insisting that sanctions must be strengthened and that "all options are on the table". While Trump has demanded South Korea pay $1 billion for THAAD deployment, Moon has termed the system which went live last month a total failure of democracy.

Both the USA and South Korea do agree that China is important in working towards North Korea denuclearization.

China has pleaded with the USA to stop military action in the peninsula and begin talks over the North's denuclearisation. Moon was born in South Korea three years later. Adding economic uncertainty to the relationship would also make security cooperation on the North Korean issue more complicated, he said.

President Moon Jae-in has long advocated engagement with North Korea to address its nuclear weapons development. Donald Trump has realized that China will not help in reining in North Korea which reflected in his tweet last week, "While I greatly appreciate the efforts of President Xi and China to help with North Korea, it has not worked out".

The organization has taken in recent months several rounds of sanctions against North Korea, which has stepped up missile tests.

CNN reached out to Moon's office to confirm the position, but a presidential spokesman said Kwun's quote was meant to highlight the need to participate in negotiations with the United States, not ignore them altogether.

The president played down Moon Chung-in's comments that South Korea-US military drills should be scaled back if Pyongyang freezes its nuclear program, reiterating that the professor had spoken as an academic, not as his special adviser.

Several of Moon's picks, including the defence and unification ministers, have yet to be formally appointed, even as the country faces the challenge of stopping North Korea's defiant pursuit of nuclear and missile programmes.

After laying a wreath before the memorial, the South Korean president said his country will not forget what many US troops did for a country they did not know and also people they did not know.

"There's recognition that there has to be more pressure on the regime. Without the cooperation of China in worldwide sanctions done by the U.N. Security Council resolutions, these sanctions will not be effective at all", said Moon.

North Korea deploys tens of thousands of workers overseas and earn hundreds of millions of dollars for the Kim regime.
